On November 28th, the 2023 Annual Meeting of the Disaster Reduction Professional Committee of the China Hydraulic Engineering Society and the Editorial Board of "China Flood Control and Drought Relief" magazine was successfully convened in Chengdu City, Sichuan Province. Key attendees included Yao Wenguang, Director of the Flood and Drought Disaster Prevention Department of the Ministry of Water Resources and Chairman of the Disaster Reduction Committee; Tian Yitang, Secretary-General of the China Hydraulic Engineering Society Disaster Reduction Professional Committee; Wang Zhangli, Deputy Director of the Flood and Drought Disaster Prevention Department of the Ministry of Water Resources and Vice Chairman of the Disaster Reduction Committee; Wan Qunzhi, Deputy Director of the Flood Control and Drought Relief Department of the Ministry of Emergency Management and Vice Chairman of the Disaster Reduction Committee; Tan Xiaoping, Deputy Director of the Sichuan Provincial Department of Water Resources; Ding Liuchan, Vice President of the China Institute of Water Resources and Hydropower Research; and Chu Minghua, Deputy Director of the Flood Control and Drought Relief Disaster Mitigation Engineering Technology Research Center (Disaster Defense Center). Over 200 members from the national water conservancy sector, government units, colleges, research institutions, and enterprises attended. As a member of the Disaster Reduction Professional Committee, Istrong Technology supported and assisted in the successful organization of this annual meeting. The annual meeting summarized the annual work report of the Disaster Reduction Professional Committee and "China Flood Control and Drought Relief" magazine and the next steps, announced the commendation decision for outstanding editorial board members, special correspondents, liaison officers of the magazine, and the nominations for the seventh term of the committee. Discussions and exchanges focused on topics like "rainfall forecasting, the '23.7' large-scale flood in the Haihe River basin, digital twins, 'Four Pre,' urban flood control, and flash flood disasters."
Liao Chengwei, Senior Engineer at Istrong Technology, presented on the topic "Digital Technology Empowering Urban Resilience to Flood Control," discussing the "14th Five-Year Plan for Urban Drainage and Flood Control System Construction." He proposed using informatization technologies to improve urban disaster prediction, disaster resistance, and post-disaster recovery capabilities. Combining basin management and urban waterlogging management practices, he explored strengthening urban drainage and flood control systems, promoting basin and urban waterlogging management, and achieving "no waterlogging for small rains, no flooding for heavy rains, operational capability during storms, and disaster control."
Simultaneously, new technologies and products were exhibited at the annual meeting. These showcased the application of cutting-edge technologies and excellent achievements in flood and drought disaster prevention. IoT hardware products for urban disaster prevention and reduction, such as flood and drought disaster warning platforms and buried level monitoring instruments, were also exhibited. Using IoT and big data analysis technologies, these products empower smart city construction and attracted leaders from various levels of water conservancy and emergency management for guidance and exchange.
