Li Bogen, on behalf of the Provincial Bureau of Hydrology and Water Resources, expressed gratitude to all units for their active participation in the construction of Yunnan's hydrology. He emphasized the importance of fully recognizing the foundational and public welfare nature of hydrological undertakings in national economic and social development. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has placed great emphasis on water management, proposing the "sixteen-character" water management strategy, making a series of significant statements on water management, and repeatedly stressing the critical nature of river and water source security for survival and national continuation. He personally deployed the national water security strategy. In the face of recurring floods, General Secretary Xi Jinping has demanded adherence to the principles of putting people and life first and always prioritizing the safety of people's lives and property. Hydrology is the foundational work serving water supply security, flood control safety, and ecological safety. All parties should deepen their understanding and strengthen cooperation to promote the modernization of Yunnan's hydrology. Secondly, the construction of digital hydrology is fundamental to the modernization of hydrology. Modern hydrology is a basic and pioneering task in the new phase of high-quality water conservancy development. Yunnan Province's "14th Five-Year Plan" for hydrological development specifies accelerating the construction of "six major systems" including modernization of hydrological station networks, automation of monitoring, and precision of services. Key measures include accelerating digitalization, networking, and intelligentization of hydrology, promoting the modernization of station networks and monitoring technologies, leveraging new era information technologies and big data resources to build intelligent 'Digital Hydrology,' comprehensively enhancing Yunnan's hydrological data, computational power, and algorithms, and accelerating the improvement of the 'Four Pre' capabilities of hydrology. 'Digital Hydrology' has rich connotations and clear goals and is a fundamental task that must be well executed to advance hydrological modernization. Thirdly, collaborative innovation is needed to create a hydrology 'Digital-Physical Integration' model. With numerous rivers and lakes and a unique geographical location, Yunnan has great potential to advance 'Digital Hydrology.' All parties are expected to further raise awareness, strengthen communication and cooperation, identify synergies and innovative points, and strive to create a practical model of hydrology 'Digital-Physical Integration,' contributing to the modernization of Yunnan's hydrology and promoting high-quality development in the province.
Chen Zhiqiang stated that the construction of 'Digital Hydrology' is a pioneering and forward-looking strategic decision, providing a grand stage for the creation of modern hydrological construction. Yunnan Telecom will integrate its strengths in talent, technology, and resources to fully promote the development of digital hydrology in Yunnan.
Gao Jun expressed that the Nanjing Institute of Hydrology and Water Resources Automation will organize its advantageous scientific research forces to closely collaborate, actively participate in the planning and construction of Yunnan's 'Digital Hydrology' system, intensify the promotion and application of new hydrological technologies and instruments in Yunnan, carry out the development and construction of online hydrological data systems, promote local standards related to 'Digital Hydrology' in Yunnan, and assist in the robust development of Yunnan's hydrological undertakings.
Tang Hui stated that Istrong Technology is committed to serving the long-term development of Yunnan's digital hydrology, and will strengthen communication and cooperation with the Provincial Bureau of Hydrology and other parties in terms of technological innovation, platform co-construction, and data sharing, jointly promoting the healthy development of Yunnan's hydrology sector.
