At the beginning of 2017, the Minqing County Party Committee and the County Government designated 2017 as the "Year of Disaster Prevention and Mitigation Capacity Enhancement," aiming to motivate the enthusiasm of cadres and staff at all levels and departments and improve the public's flood and disaster prevention awareness. They issued "ten ones" measures and prioritized financial investment and personnel strength to ensure a qualitative leap in the county's flood and disaster prevention capabilities and safeguard the safety of all people in the county during flood season.
For this purpose, Minqing County's finance department invested 10 million yuan, with ISTRONG undertaking five of the "one" tasks. The key "one" was to build a flood information network, which includes 59 water level and rainfall monitoring stations, 70 global eye video surveillance sites, further supplementing and improving the mountain flood disaster monitoring and early warning platform; 16 high-definition video conference systems in towns and villages, completed docking with provincial and municipal systems; enhanced county's information release capabilities through WeChat official account, Flood Prevention Cloud APP, flood exhibition broadcast push system, etc.; combined with the results of mountain flood disaster investigation and evaluation, a flood prevention electronic command map and other systems were built to improve flood prevention and flood warning decision-making capabilities. The project was completed at the end of March, and after two flood emergency drills, the flood control command map underwent preliminary practical application.
The system provides real-time monitoring and 24-hour security surveillance of water and rainfall conditions of rivers in 12 towns along the river and 42 small to medium-sized reservoirs across the county. It offers auxiliary means such as daily safety inspections of reservoirs and dams and manual flood risk reporting, timely reporting of the flood safety status of reservoirs and dams. It further improves flood monitoring information, enabling timely upload of flood, risk, and disaster situations.
On June 2, 2017, a warning flashing signal appeared in the command system. It was not raining in Minqing County, but the water level at the Heilong Bridge in Shenghuang Town rose by 2 meters within half an hour. This was due to a heavy downpour in the upstream Yongtai County, which led to a sudden rise in the water level in Shenghuang. Due to full coverage of the sensors, staff from the Minqing County Flood Control Office and ISTRONG operation and maintenance service technicians detected the flood situation in real-time via video monitoring, immediately informing downstream towns to be vigilant, prepare for prevention, and evacuate personnel in dangerous areas.
The flood information network requires the informatization command platform to further refine elements in traditional flood control maps and manage them dynamically. It is also connected to communication functions in Minqing County and its 16 towns and villages. By enhancing the release capabilities such as SMS and fax, deploying early warning information display systems, high-definition video conferencing to towns, and extending communication between county, township, and village responsible users to the mobile application - the Flood Control Cloud APP, it can achieve flood situation summary, upload and issuance, disaster quick report, disaster collection, early warning push, etc., ensuring that the information is correctly uploaded and issued.
By changing the traditional paper-based flood control command map decision-making model, the construction of an electronic flood control command system that integrates functions and tasks such as early warning, consultation and judgment, emergency response, disaster situation assessment, personnel transfer, etc., is realized. The 16 towns and villages can also access the system, autonomously predict and command according to weather conditions. Through point-to-point command and traceable command, it achieves "full-process, traceable, and traceable" management before, during, and after the flood.
At the end of July 2017, Typhoon No.9 "Nesat" and Typhoon No.10 "Haitang" made landfall in Fujian, bringing the first round of major tests to Minqing's flood control efforts. Surprisingly, Minqing County withstood the test, and so did the electronic flood control command system.
During the dual typhoon resistance, Minqing County Committee and Government attached great importance, initiated the contingency plan in advance, closely monitored typhoon dynamics and geo-disaster points through the flood control command system, inspected real-time reservoirs, river water and rainfall conditions, work conditions, and dynamic video images, held encrypted consultations and judgments, timely and intensively made various flood control deployments for each town through the command decision platform and high-definition video system, and real-time verification of the implementation of the deployment work, finally ensuring Minqing County smoothly weathered the dual typhoon.

The project standardizes flood control processes, organizes different periods before, during and after the flood, includes every step of flood control during each period into the system management, and provides different flood control services according to different periods. At the same time, through the integration of township resources, project promotion, resource sharing, etc., it rapidly improves the informatization of townships. The relevant townships are shared to each township, each township can form a small command center, capable of "information comes up, instructions go down, command is visible."

In mid-June 2017, due to the heavy rainfall brought about by the peripheral effect of Typhoon No. 2 "Merbok" and the interweaving of the southwest warm and humid airflow and the southward cold air, Minqing County experienced heavy rainfall. Data shows that the cumulative rainfall from 8 am on June 12 to 8 am on June 17 in Jiatou Village, Shanglian Township was the highest at 167.6 mm. The water and rainfall monitoring system and real-time video surveillance system showed that the water levels of some reservoir stations were close to the warning level.
The Minqing County Committee and Government held a county-wide video conference on the prevention of heavy rainfall and geological disasters.
