In order to meet the "joint construction" model needs of the Shanghai Marine Environmental Monitoring and Forecast Center and the East China Sea Forecast Center of the State Oceanic Administration for regular forecasts, special forecasts, disaster warning reports, and fine forecasts, this project focuses on the storm surge and salt tide invasion warning reports of Shanghai. Through enhancing the hardware and software configuration levels of the business support system, it aims to upgrade the basic capability of Shanghai's marine observation and forecasting. This project will expedite the construction of local marine forecast systems and enhance the service level of marine warning reports, while simultaneously building a provincial-level data transmission network, realizing seamless connection with the national-level data transmission network.

System Function Overview
Forecast Human-Machine Interaction Platform
Establish a business-oriented numerical forecast system for Shanghai's coastal marine environment to provide numerical forecasts for tides, storm surges, and sea waves. This assists forecasters in producing forecast products, improves the automation and informatization level of forecast work, reduces basic data processing work, and reduces the labor burden on forecasters.
Warning Product Production Platform
The marine warning report product production and release platform serves as an integrated production platform for regular forecast and disaster warning report products. It manages, statistics, and publishes marine warning report products, becoming the main tool for forecasters to produce marine warning report products.
Shanghai Marine Environmental Monitoring and Forecast Center
For the secondary development of the provincial portal website, according to the actual needs of the Shanghai Marine Environmental Monitoring and Observation Forecast work, we are gradually building a marine information service platform that features three-dimensional observation (monitoring), fine forecasting, quick response, and standardized evaluation.

Construction Significance
This project is the first batch of central investment projects organized by the State Oceanic Administration for improving provincial marine warning capabilities and for marine disaster prevention and reduction.
